"An Act relating to emergency planning and response; transferring             
the Hazardous Substance Spill Technology Review Council to the                 
Department of Environmental Conservation; transferring the                     
Alaska State Emergency Response Commission, including its duty                 
to designate local emergency planning districts and appoint local              
emergency planning committees, to the Department of Military and               
Veterans' Affairs; and eliminating a requirement that the state and            
regional oil discharge prevention and contingency plans be revised
